How High Crime Grants and J. Edgar Hoover are Connected.

During the years of 1956 and 1971, under the direction of J. Edgar Hoover engaged in covert surveillance, harassment, infiltration, and the intimidation of social movements and civil rights leaders and organizations. COINTELPRO is short for Counter Intelligence Program. It’s basically an extension of MKUltra’s Uppers and Downers tactic where a promise is made to promote loyalty to "Red Squads" (uppers), and then the labeling of social movements and Civil Rights Organizations as terrorists (downers). In other words, a system of good feelings and bad feelings meant to brow beat people into submission. COINTELPRO was decommissioned in 1971. This further created negative space within interracial communication and was extended in the US through scandals like "Cash for Kids" in Scranton, PA and the Byrne Justice Assistance Grant in the Homeland Security Act.

J. Edgar Hoover was the first director of the FBI. It was founded because the law enforcement of the 1940s USA was not competent enough to capture the notorious bank robber/gangster John Dillinger.
